State Oversight Academy Publishes Article in CSG Midwest Stateline

An article by Levin Center Director Jim Townsend and Manager of State Training and Development Ben Eikey is featured in the Summer 2026 edition of Stateline Midwest, the quarterly magazine published by the Council of State Governments Midwest.

The article, “5 Principles of Effective Legislative Oversight,” outlines practical guidance for state legislators on strengthening oversight as a core function of legislative work. Drawing on research and experience from the Levin Center’s training programs, the piece emphasizes a fact-based, continuous approach to oversight, including the use of audits, data, and bipartisan collaboration.

We are honored to serve on the faculty of CSG Midwest’s Bowhay Institute for Legislative Leadership Development (BILLD), where our SOA team leads training sessions on oversight for legislators from across the region. 

The article appears in the magazine’s BILLD section and highlights the Levin Center’s ongoing work to support effective, evidence-driven legislative oversight.
